Two different investment routes

The first call has a budget of 500 million euro and supports new solar PV installations with integrated storage for self-consumption. Heat pumps may also be included when justified by the project.

The second call has a budget of 150 million euro and supports new storage capacity. AFIR describes this route as behind-the-meter batteries connected to existing renewable generation.

Who may be targeted

Support can cover up to 100% of eligible expenditure, capped at 10 million euro per beneficiary within each call and subject to capacity-based limits.

Applicant categories include local authorities, fully publicly funded hospitals, state universities and recognised religious units. The full guide determines eligibility. These are not general household or SME subsidy programmes.

Application timetable

The AFIR application window is scheduled for 28 September 2026 at 10:00 to 20 November 2026 at 23:59, Romania local time, or until the budget is exhausted.

Submission order matters, but assessment remains subject to the guide. 11 September is the documentation publication date, not the first application day.

How the project should be prepared

ECONERGY recommends starting with bills, load profiles, existing installations and available space. The technical proposal should answer practical questions: when is energy used, how much demand can be met locally, and what economically justified role will the battery serve?

R290 and eligibility require discipline

R290 is propane, a flammable refrigerant. Design and installation must follow manufacturer instructions and applicable safety requirements.
